
On April 8, 2020, the Hunan Provincial Department of Natural Resources officially issued the “Hunan Province Green Mining Construction Three-Year Action Plan (2020-2022)”, requiring all production mines in Hunan Province to meet green mining standards by the end of 2022. The plan also assigns responsibilities, deadlines, and requirements to relevant units in aspects such as investigation, planning, promoting green mining construction, conducting green mining assessments and inclusion, and establishing a long-term mechanism for green mining management.
Additionally, from the Hunan Provincial Department of Natural Resources’ “Monthly Lecture” on improving the professional skills of all staff, we learned that Hunan Province will adopt the following measures in the next three years: First, strictly control the total amount of mining rights; second, improve reform pilot programs; third, implement comprehensive remediation; and fourth, strengthen ecological restoration. Ensure that by 2021, the number of sand, gravel, and earth mining rights across the province will be controlled to within 1500, and the proportion of large and medium-sized mines will increase from 12% to over 30%. By 2025, the proportion of large-scale enterprises will increase to over 80%. This year, a “combination punch” of strict control, strict management, remediation, reform, and restoration will be launched to unswervingly promote the green transformation and development of the mining industry.
“Hunan Province is unswervingly promoting the green transformation and development of the mining industry, strictly controlling the total amount of mining rights, and promoting the consolidation and integration of the mining industry.” Hunan Provincial Vice Governor Chen Wenhao stated that the focus will be on ecological restoration of abandoned open-pit mines within 10 kilometers of the Hunan section of the Yangtze River and both banks of the Xiangjiang River, protecting the clear waters of the river.
